Preheat your oven to 350°F (175°C).

In a separate bowl, whisk together the all-purpose flour, cocoa powder, baking powder, and salt.
Gradually add the dry mixture to the wet mixture, mixing just until combined.
Fold in the chocolate chips until evenly distributed throughout the dough.
Using a cookie scoop or tablespoon, portion out the dough onto a baking sheet lined with parchment paper, spacing them about two inches apart.
Bake the cookies in the preheated oven for 10-12 minutes, or until the edges are set but the centers are still soft.
Remove the cookies from the oven and allow them to cool on the baking sheet for 5 minutes before transferring them to a wire rack.
